Export of Monkeys
Ever since the inception of the traffic, my Society has been concerned about the welfare of those monkeys which are exported from your country for the purposes of anti-polio research and the preparation of anti-polio serum.
It is recognized that much has been done by your Government to improve the conditions under which the animals are transported and that, in consequence, the over-all mortality rate has been considerably reduced: at the same time, we understand that with certain individual consignments the mortality rate during transit is high and we feel strongly that arrangements should be made for the stringent veterinary inspection of all monkeys prior to exportation - all those unfit to travel to be at once painlessly destroyed. I have been directed by my Council to approach you with a request that you kindly give consideration to that proposal...'
