Description
Comments on the recent closure of cattle-troughs in London during a recent outbreak of glanders and farcy, and on the nature of the disease. Contends that developng a system of compensation for small business holders who have had their horses slaughtered would be a more effective way of controlling the disease, as this would encourage them to acknowledge its presence earlier. Notes that this would be a step towards the 'prevention of cruelty' to the animals.
